Nationally almost 2/3 of HOME rental projects are also Low Income Housing Tax Credit (LIHTC) projects, and about 1/3 of LIHTC projects are also HOME projects. HOME and HTF are run by the same HUD office and have substantial, but not complete, overlap in their regulatory requirements. Despite high level similarities, there are important differences between these programs. Assuming that “if it’s good enough for LIHTC, it will work for HOME” can lead to significant compliance concerns.
